Home care for veterans and surviving spouses
Several routes exist. They are administered by different offices, and most families only ever hear about one of them.
Veterans and surviving spouses who need help at home in Greater Cincinnati generally pay for it through one of three routes: VA Aid & Attendance, a VA-funded home care program arranged through VA health care, or the same non-VA routes everyone else uses — private pay, long-term care insurance, or the Ohio Medicaid PASSPORT waiver.
Aid & Attendance is an increase to a VA pension for eligible wartime veterans and surviving spouses who need help with daily activities. It is paid to the person as part of their monthly pension, and they choose how to spend it — including on home care.

What Serenity provides
Serenity Care Partners provides non-medical home care — personal care, homemaker services, companionship, supervision and respite — under Ohio Department of Health licence 4491HHN. We do not file VA claims, determine eligibility, or advise on benefits. Free, accredited help with VA claims is available from a County Veterans Service Office, and we will point you to yours.
VA Aid & Attendance, plainly
Aid & Attendance is not a separate benefit you apply for on its own. It is an increased monthly payment added to a VA pension for a veteran or surviving spouse who needs another person’s help with daily activities such as bathing, dressing or eating, or who is housebound.
Because it is paid as pension money, the family decides how to use it. Nobody at the VA schedules the caregiver or approves the agency. That flexibility is the main practical advantage, and it means home care can begin before any VA paperwork is resolved and continue regardless of the outcome.
Eligibility depends on wartime service, income, net worth and the level of assistance needed. Those rules change periodically, which is exactly why we will not summarize them as if they were fixed — ask an accredited representative for current criteria.
Where to get free, accredited help with a claim
This matters more than most families realize: there are people whose actual job is to prepare VA claims at no charge, and there are companies that charge substantial fees for the same work.
Every Ohio county has a County Veterans Service Office staffed by accredited service officers. Their help is free. Hamilton, Butler, Warren and Clermont counties each operate one. Accredited representatives from Veterans Service Organizations — the VFW, the American Legion, DAV, AMVETS — also file claims for free.
Claims take time, often many months. Families who wait for a decision before arranging care usually lose those months. It is generally better to start the care you need now and treat the benefit as reimbursement of a decision already made.

- Your County Veterans Service Office — free, accredited claims help, one in each of Hamilton, Butler, Warren and Clermont counties
- A VSO representative from the VFW, American Legion, DAV or AMVETS — also free
- VA health care enrollment, for veterans already enrolled or eligible to enrol, for VA-funded home care programs
- The Council on Aging of Southwestern Ohio, for Ohio Medicaid PASSPORT waiver services
VA-funded home care programs
Separately from pension benefits, veterans enrolled in VA health care may be able to receive home care arranged and paid for through the VA itself, including homemaker and home health aide services and respite for family caregivers. Access runs through the veteran’s VA care team rather than through a pension office.
There is also a self-directed option in which an eligible veteran receives a budget and hires their own caregivers, sometimes including a family member. Availability varies by facility and eligibility is determined by the VA.
If you are enrolled in VA health care, ask your VA social worker directly what home care programs you qualify for. That single question saves families months.
What care looks like day to day
The care itself does not change because of how it is paid for. A caregiver helps with bathing and dressing, makes meals, keeps the house going, drives to appointments, and provides company. For a spouse who has been doing all of it alone, scheduled respite is often the first thing that actually helps.
Serenity assigns a small, consistent caregiver team rather than rotating whoever is free — for an older veteran who values knowing exactly who is walking into the house, that matters. There is no minimum number of hours, so support can start small.

- Do I have to wait for a VA decision before starting home care?
- No. Home care can start whenever you arrange it. VA claims often take many months, and families who wait for a decision generally lose that time. Because Aid & Attendance is paid as pension money rather than as a service authorization, care arranged now is not jeopardized by a pending claim.
- Can a surviving spouse qualify?
- Surviving spouses of wartime veterans may be eligible for a VA survivors pension with Aid & Attendance, subject to VA rules on service, income, net worth and need for assistance. An accredited County Veterans Service Officer can tell you the current criteria and whether you qualify.
